Nigeria Advances Towards Robust AI Regulatory Framework
Nigeria is demonstrating a strong commitment to establishing a comprehensive regulatory framework for artificial intelligence, positioning itself as a leader in AI governance within Africa. The nation has seen a series of legislative efforts since 2021, with various bills introduced to parliament aimed at overseeing the development and deployment of AI technologies. These initiatives reflect a national strategy to balance the transformative potential of AI with the need for safeguards and ethical guidelines.
Significant legislative progress includes the introduction of bills such as the Artificial Intelligence and Robotics Research Regulatory Agency Bill in 2021, followed by the National AI and Robotics Sciences Bill and the Control of Usage of Artificial Intelligence Technology in 2023. Further momentum was seen in 2024 with the National Artificial Intelligence Regulatory Authority Bill and in 2025 with the National Artificial Intelligence Commission (Establishment) Bill, which proposes a dedicated commission to manage AI oversight. These legislative proposals have been consolidated, indicating a concerted effort to streamline the regulatory process.
In parallel with legislative action, Nigeria published its National AI Strategy in 2024. This strategy outlines critical governance proposals, including the formulation of national AI principles, the establishment of a dedicated regulatory body, and the creation of transparent guidelines for responsible AI development and deployment. A key component is also the development of a comprehensive risk management framework designed to mitigate potential negative impacts associated with AI use.
Nigeria's proactive stance aligns with a broader trend across Africa, where countries like Angola, Egypt, Kenya, and Morocco are also developing national strategies and policy frameworks for AI governance. This collective movement underscores a continental recognition of the need to manage AI's rapid evolution, ensuring that innovation proceeds responsibly and ethically.
For Africa, Nigeria's efforts are particularly significant. By actively shaping its AI landscape through policy and legislation, Nigeria aims to foster a secure environment for technological growth while protecting its citizens. This robust regulatory foundation could serve as a model for other African nations, promoting responsible AI adoption and contributing to the continent's digital sovereignty and economic development.
