This move addresses Nigeria's critical need for securing strategic mineral resources like lithium, which has been plagued by illegal mining activities, even as the government seeks to attract investment in battery material processing.

However, the deals bring into focus questions of data sovereignty, given Terra's funding ties to 8VC and Palantir co-founder Joe Lonsdale, and the leadership of its commercial division by a Palantir veteran. The data collected from these security operations—including movement patterns and operational vulnerabilities—could be as valuable as the lithium itself, raising concerns about who controls this intelligence. While a commercial win for Terra, these contracts present a political test regarding the company's stated mission to empower the Global South with technological autonomy.
