Zambia Forges Deeper AI Ties with China, Emphasizing National Sovereignty and Contextual Development

Zambia and China are advancing their collaboration in artificial intelligence, with Zambian officials clearly articulating conditions to ensure national sovereignty and context-specific development. A recent seminar brought together government, academia, and industry leaders to discuss crucial areas like digital infrastructure, AI applications tailored for Zambia, local skill development, computing capacity, and inclusive governance.

Key Zambian figures, including SMART Zambia National Coordinator Percy Chinyama and Permanent Secretary Dr. Brilliant Habeenzu, stressed the importance of not simply adopting foreign AI models. They advocated for AI governance, standards, and data handling that align with Zambia's unique circumstances, culture, and national interests. This approach builds on Zambia's previous actions, such as retaining full national ownership of its health data within the SmartCare Pro platform.

The discussions also highlighted Zambia's ongoing efforts to review its AI strategy, addressing barriers like limited computing infrastructure, data quality, and interoperable standards. The country aims to accelerate AI adoption while ensuring the strategy reflects national realities and development needs, with priority sectors identified as agriculture, mining, manufacturing, health, and education.

Chinese Ambassador Han Jing outlined four areas for cooperation: enhancing infrastructure (power, networks, computing), developing applications (like smart village initiatives), fostering talent through joint labs and training, and coordinating on global AI governance to amplify the Global South's voice. Both nations' founding membership in the World Artificial Intelligence Cooperation Organization (WAICO) is seen as a platform to bridge the AI divide and translate their long-standing ties into concrete projects.
