Mozambique Leads Africa with National AI Education Regulations

Mozambique is poised to become the first African nation to implement comprehensive, national regulations governing the use of artificial intelligence in its education system. The Ministry of Education and Culture announced that a draft framework, covering all levels from primary to higher education with a focus on generative AI, is expected to be presented to the Council of Ministers before the end of the year.

This initiative is particularly significant given that over a quarter of Mozambique's higher education students are enrolled in distance learning programs, where generative AI tools are easily accessible and their usage harder to monitor. The regulations aim to safeguard educational quality and promote responsible, ethical AI integration, addressing challenges like academic integrity in online assessments and equitable access to AI tools.

The timing of these sector-specific rules is notable, as they are likely to precede the adoption of Mozambique's broader National AI Strategy, which has been under development with UNESCO support since late 2025. This approach allows the education sector to address immediate concerns related to AI use by students, potentially setting precedents for the eventual national framework.

Mozambique's proactive stance distinguishes it from other African countries, where AI integration in education is largely handled through guidelines, curriculum changes, or individual institutional policies.
