Mozambique Forges Sovereign AI Strategy to Become Southern Africa's Compute Hub

Mozambique is actively pursuing a strategy to establish itself as a key regional hub for AI compute infrastructure, aiming to counter digital dependency on foreign technology giants. Professor Lourino Chemane of INTIC, Mozambique's National Institute of Information and Communication Technologies, articulated this vision, emphasizing the country's intent to complement, rather than compete with, existing data centers in South Africa. This approach leverages Mozambique's abundant natural resources, including hydro, solar, and gas power, as well as critical water resources and a strategic coastline for fiber optic cables.
The initiative is rooted in a broader geopolitical context where African nations are increasingly asserting control over their digital futures. Chemane highlighted the importance of distributed computing power across the region and the need for a unified African Union data governance strategy to enable cross-border data exchange while upholding national sovereignty and citizen consent. This framework is crucial for fostering a shared compute environment that can benefit the entire Southern African Development Community without creating new dependencies.
INTIC is also focused on nurturing local AI innovation. The government plans to establish an AI regulatory sandbox, supported by the International Telecommunication Union, to provide compute resources for digital entrepreneurs and academia. This aims to facilitate the development of national AI models tailored to local languages and cultural contexts, and to test international models for ethical compliance before deployment in sensitive sectors like healthcare and education. Mozambique is piloting UNESCO's AI ethics guidelines, viewing ethical considerations as a fundamental human right rather than a mere regulatory hurdle.
The overall strategy underscores Mozambique's commitment to digital sovereignty, job creation, and data protection. By leveraging its natural advantages and fostering a supportive ecosystem for local innovators, Mozambique seeks to transform into a central powerhouse for AI infrastructure, ensuring its digital independence in an increasingly data-driven world.
