New Pan-African Council to Oversee AI's Democratic Impact, Focusing on Kenya's 2027 Elections

New Pan-African Council to Oversee AI's Democratic Impact, Focusing on Kenya's 2027 Elections

A new continental advisory council has been established to scrutinize the impact of artificial intelligence policies on public participation, cultural representation, and democratic processes across Africa. This independent body, comprising experts from various fields including journalism and AI governance, will commission research, facilitate public discussions, and issue policy advisories to governments, particularly in anticipation of Kenya's 2027 General Election.

The council's mandate includes examining data ownership, accountability, and public trust as AI integrates into critical sectors like financial services and public administration. Its immediate focus on Kenya's electoral environment stems from concerns about AI's potential misuse in generating political content and shaping public discourse, especially given the significant youth voter demographic and past disinformation campaigns.

The formation of this council aligns with the African Union's Continental AI Strategy, adopted in July 2024, which aims to develop national AI frameworks. The initiative also highlights persistent challenges in Africa's AI landscape, such as inadequate data infrastructure and limited language representation in major AI models, which risk excluding diverse communities from AI's benefits. Experts emphasize the need for African stakeholders to actively participate in setting global AI standards.
