COMESA Initiates Regional AI and Digital Inclusion Strategy Talks in Rwanda

The Common Market for Eastern and Southern Africa (COMESA) has launched a four-day consultation in Kigali, Rwanda, to develop two pivotal regional frameworks: the COMESA Regional Artificial Intelligence (AI) Strategy and the COMESA Regional Digital Inclusion Strategy. This initiative, supported by the World Bank's IDEA Programme, aims to foster a harmonized approach to digital transformation across its member states in Eastern and Southern Africa. The gathering brings together a diverse group of stakeholders, including government officials, private sector leaders, academics, and civil society representatives, underscoring a collaborative effort to shape the region's digital future.

The initial two days of discussions are specifically dedicated to AI, focusing on assessing the region's current AI readiness, identifying key application areas in critical sectors like agriculture, healthcare, and education, and deliberating on the necessary policy, ethical, and regulatory frameworks for responsible AI deployment. Rwanda's experience in digital innovation and responsible AI adoption is highlighted as a valuable case study, providing insights for the broader regional strategy. This emphasis on practical application and ethical considerations is crucial for ensuring that AI development in the region is both impactful and equitable.

The latter half of the consultation shifts to digital inclusion, addressing challenges such as access to affordable connectivity and devices, bridging digital skills gaps, ensuring accessibility, and building digital trust and safety. The goal is to create an environment where all citizens can participate meaningfully in the digital economy. COMESA acknowledges the varying levels of digital maturity among its member states, emphasizing the importance of regional cooperation to craft strategies that are adaptable and relevant across diverse national contexts.

The outcomes and recommendations from these Kigali consultations will directly inform the drafting of both the COMESA Regional AI Strategy and the Digital Inclusion Strategy, along with their respective action plans and supporting policy frameworks. These strategies are intended to serve as guiding principles for digital development and enhanced cooperation throughout Eastern and Southern Africa. The initiative represents a significant step towards a more integrated, inclusive, and trusted regional digital economy, leveraging AI as a catalyst for sustainable growth.
